For everyone's info. There's no "increased bank secrecy" in Puerto Rico. There's a cheap overhead, low taxation ( depending on what type of tax ) and a cheaper labor because of the low tax and combined with a low cost of living. The Gov. isn't the only entity that despises a move to Puerto Rico. Big banks and business all over the World have issues with competing with a low tax haven. The same issue that the US Industry has with China, HK, Taiwan and Vietnam. They simply can't compete and hence, various Gov. agencies, unions, politicians and journalists are trying their worst to wall off the competition. It's all about competition.
