These sanctions essentially prevent many countries from importing goods into North Korea. So how does North Korea obtain all these goods? Why does Kim jong want foreign cars when he doesn't tolerate even foreign clothes?

Actually during the cold war it was much more easier. NK will send cargo jets to Easten European countries. NK agents will source goods from Western Europe and cross the Iron Curtain. Load the goods on the plane and fly them to NK.

Looks like the car manufacturer could build something into the car via satellite to control the operation. If the satellite is found and tampered with, it would render the vehicle useless.
