No one singular event started the French Revolution. It was a contributing factor. Other factors were the economic downturn and austerity resulting from France aiding the American colonies in their efforts to revolt against the British Crown, and the return of thousands of soldiers and sailors who'd just helped Americans revolt and felt inspired to do the same at home.

Maria Theresa is very commonly mistaken as holy roman empress. Her husband was holy roman emperor as only men could hold the title (her father Charles made a pragmatic sanction for Austrias crown to be allowed for women but not the HRE) so she ruled Austria and cooperated with her husband on the matter of the holy roman empire.
