This is what I want. With Gotham being under martial law, the Penguin's rise to criminal power, the class disparity and the residual effects of the flood waters, the citizens of Gotham's fear would be naturally high, and Scarecrow is the perfect antagonist for the sequel. If Julian Rush is this universes equivalent to Johnathan Crane or if he just changed his name for some reason, all of this set up with bliss being the precursor to the fear toxin could pay off. The only problem is that Matt Reaves has recently said that the synopsis for The Batman II will have "Bruce not wanting to be Batman anymore" and that it's still going to be during winter. Maybe it'll be The Batman: Frozen In Fear.

This is very similar to how I see Part II. Except I’d replace Scarecrow with Hugo Strange. Scarecrow can be mentored by Strange though, growing to become Scarecrow in Part III, carrying Hugo Stranges legacy which would tie in with the Arkham horror idea.

The Julian Rush character was originally supposed to be Jonathan Crane right. The mask and glove could be a misdirection or something confiscated by Rush. Several things could have changed after Reeves met with Gunn to make sure they weren’t going to step on each other.

Consider that Reeves has not been bashful about changing characters' names up. Oz Cobb, for example. Riddler being Edward Nashton despite everyone only knowing him as Nygma. Calling him something other than Jonathan Crane means very little.

In the Penguin, Eve's last name is Karlo, just like Clay Face's last name. I'm wondering if they are related or if she will be "Clay Face" because she uses the different costumes to become "different people", like acting like Oz's mom. She would have her girls at her disposal since they all have each others backs, and she knows secrets of others in Gotham, like Oz covering for Carmine and that Sophia isn't the Hangman, etc. What other secrets does she know that she could use?

I don't know if it'll be the right idea to put Johnathan Crane, the Riddler, Joker, Harvey Dent, Penguin and Clayface all in one film. That might be a bit too much. I can see how Oz would unknowingly employ Dent once he sees that he's a bit unstable with his anger, and I can see how Crane would want to talk to Riddler to get a sense of who Batman is. But putting the Joker and Clayface in here might oversaturate the plot. But if something like this does happen, then I pray that it'll be rated R.

I think the true villian could either be "The Mad Hatter" or The Mad Hatter imposter I think the scarecrow stuff in Rush office could be proof The Mad Hatter is controlling scarecrow like in the comic. I think having the Mad Hatter as the lead villian makes more since especially with how t h ey set Rush up his behavior is more in line with this character. Rush could use the red light to implant memories into his victims in this world. Whether he is the real Mad Hatter or an imposter the real Mad Hatter comes after would make things much more interesting. The thing with The Mad Hatter is he can also be a behind the scene villian manipulating and controlling from behind the curtain.

Eve Karlo it’s already shown to be somewhat master of disguise. She changes her look, depending on the role or the man paying for her time. I think that idea is gonna carry on to our official clay face character in-universe. Maybe I’m wrong and it could even be her after Oz screws her over. But I have this feeling that she will bring that character into the world somehow. Maybe it’s not child but relative.

I know this is a stretch, but I thought that with the Mr. Freeze rumors maybe Penguin could sorta become him. Maybe he tries to keep his mother alive by freezing her (instead of his wife like with Mr. Freeze) and then when Batman comes for him Oz decides to use the same freezing method to get rid of him.

I see the 2nd movie having the Court of Owls as its main antagonist. Penguin and another tbd villian (Scarerow? Mr Freeze? Hush?) will act as secondary antagonists. Harvey Dent and Selina will act as side characters for Batman in this movie. While we’re waiting for the Batman 3, Harvey will probably get a show along with a second season of the Penguin and maybe a Catwoman/Sofia Gigante spinoff. The third film is when Gotham will implode with Two Face, Penguin, and Riddler serving as main antagonists. Joker can finally be set up at the very end.
