I'm in the middle of doing an incredibly intensive month of post production and vfx on my tv show and i ran out of interesting channels to binge. And then i guess my similar appearance to Jack, combined with my massive appreciation of Phil, told the algorithm what i needed. 20:44 the 4k videos getting a higher bitrate thing is just empirically true, watching a video in 4k will mean it’s streaming in a higher bitrate than at 1080p, so even if it’s upscaled, the 4k file will just look better on KZbin. I’ve heard the rumour that it makes the 1080 version higher bitrate as well, which anecdotally seems right but they’ve got that weird “premium bitrate” thing on 1080p for KZbin premium users now so maybe it’s not true anymore.

Doesn’t make the 1080 any better, no. And if I’m not mistaken, the premium bitrate 1080 only shows up when a video is only 1080. So a video uploaded in 4K won’t have that option in the first place. (I don’t think)
