Theres a theory that he is actually is a enhanced human. He fought B.O.Ws for years and never got infected somehow? Its a idea that constant exposure to that stuff actually infects you that your body adapts to being able to fight them. Human evolution was always the endgame for those projects, what if this was a side effect no one saw

Fun fact: Chris Redfield actually went easy on Wesker, using 1% of his power to move that builder. He could've vaporized him with the flex of his muscles alone, but he chose mercy for the sake of giving the players a game to play
