Well, they are pointing out Zelensky's favorability has dropped from 90% to 69%. Although this is still high support, it's on a downward trend as people are getting weary & fatigued over the war that grows ever longer. Putin expects that they can outlast Ukraine over time. Things like lowering age of conscription unnerving people seems to show that the people are losing their will to fight. It doesn't say that anywhere in any nations democracy. However, that is what martial law is. Martial law is declared in times of severe emergency or full-scale war. The United Kingdom, France, and many other occupied democracies of Europe also did not hold elections until World War 2 ended. They had what was called War Cabinets. You can look this up yourself. There was no 1940 UK election. They waited an entire 10 years before their next election 1935-1945.
