The Federation Council meets is San Francisco. Maybe Paris is the Executive capital and SF is the Legislative Capital. IDK. They do have transporter tech, so there is no reason they would have to have all the branches of government in the same city. From a safety point of view, it might make sense to spread out the Gov. One photon torpedo could take out all of Starfleet and the UFP Government if they were all in the same place.

Earth in general is the capital of the Federation. Which makes sense, they have shuttlecraft and transporters to get around anywhere on the planet within minutes or seconds. There wouldn’t be a geographic necessity to have all of its institutions tied to a single city.

So many errors in this video. 1. The capital city of the UFP is Paris, not San Francisco. 2. WWIII killed 600 million people, that's hardly 30 % of the population. 3. The Eugenic Wars happened in 1992, not after or shortly before WWIII. 4. Earth is also the homeplanet of the Voth. 5. While we hear about devastation from nuclear blows, it is far from what is portrayed in this goddamn awful SNW. 6. It is nowhere said that WWIII was an allout nuclkear war, only that major cities have been hit. If they had an allout nuclear war, nuclear winter would have lasted for years and killed all human and almost all plant and animal life on the planet. 7. If Paris was truly hit as it was shown in SNW, it wouldn't exist in the 24th century. It was literally ripped of Earths surface. 8. Sanctuary districts existed not only in San Francisco, but in the entire United States. 9. The UN didn't dismantle itself beause of the Aufgment Question, but rather due to the political turmoil in Europe and America. It was even rebuilt before 2036 as the New United Nations. 10. The San Francisco Fleet Yards are not on Earth, but in orbit of Earth. At best, the command hub of the yard is in San Francisco.

the thing I find oddest is the golden gate bridge survived being nuked but is still in tip top condition by the 24th century. I find it hard to believe that they wouldn't have had to replace at some point due to structural fatigue.

It's always irked me that in cannon they say the nuclear war destroyed most major cities yet every city that is famous now is still famous then. I feel like all the stuff that survived would have been podunk towns and small institutions that weren't targets in WWIII. I would love for worldbuilding for the cities, and major universities and such to be utterly random podunk crap from today. Like don't have Harvard, make Devry Technical college the most elite university of the future, make like Watervillet Michigan the capital of Earth.
