Yuta is kind of a humble dude, but he would not lie about life and death matter, I think that for those 4:11 when Hakari is on his maximum jackpot he can outperform Yuta in some ways at least enough for Yuta to see him as genuinely stronger out of the two of them.

It´s likely due to the RCT positive energy, Hakari can likely one shot Rika similarly to Mahoraga due to the unlimited CE on top of the continuous RCT state, also Yuta knows that in a dragged out fight, Hakari´s going to outperform as a his CE can be replenished whereas yuta´s doesnt and he cant copy Hakari´s CT as it´s Started by the Domain. Point Being Yuta knows Hakari has less arsenal and starting CE than him so at first glance Yuta is obviously stronger, but when he nails the Jackpot Hakari basically hard counters a good chunk of what Yuta has.

taking into consideration of his cursed technique he would 100% be special grade and too any who say nah because of his base form just you realise that yuta who had 0 control over rika was special grade so speaking in those terms if you have the option to be special grade you shall be most likely considered special grade by default. the reason I say that he definitly be special grade is solely based on the reason that he can just spam domain expansion and has a VERY large chance of getting a jackpot so to put simply, they would look at his cursed technique (being domain expansion) and give him that rank based on how effectively he can fight using it meaning he would be given special grade ranking
