Huh, I remember hearing how Raiden shook the Earth but I always thought that feat was just in a comic, I didn't realize it was in the canon material (not canon but from the actual games though which gives it validity). Honestly at the very least I can see him tearing down buildings and mountains, hell Fujin after being healed in the Jinsei says he feels like he could tear one down. So far, the most impressive feats I can think of that are canon is his X-Ray where he quickly gets that far up in the sky in seconds, plowing Motaro through a bridge, annihilating the Deadly Alliance's stronghold in the Deception intro and from what I have seen in the MK 11 trailers, he may have destroyed Liu-Kang's spire in the Netherrealm (since Kronica is seemingly rebuilding it) so if it really was him, that definitely puts him at building buster and he also seems to be taking out a Netherrealm army by himself. He also consistently seems to be compared to Superman in crossovers and while you can't really put much stake on that, it at the very least still is impressive they see Raiden as the Superman of MK, especially since in Marvel vs DC, Hulk was fighting Superman (and lost) and in Avengers vs Justice League, Thor fought Superman (and lost but it was a MUCH harder fight for Supes) so in terms of crossovers, Raiden typically gets put in the big leagues. I am skeptical to say he can shake the Earth since I haven't seen any other instances of that but I could easily accept him being capable of destroying mountains and buildings and shit, so far that seems reasonable enough.

Raiden and Fujin were striking Shinnok with everything to the point where their combined power was creating explosions stronger than the Big Bang. While yes shaking the earth with just a mere battle with your fists is VERY impressive, most dbz characters or multi- galaxy level plus and the top tier dragon ball characters are multiversal level. As for naruto, that’s a little tough because they have shown that they can at least get close to planet level attacks and possibly even greater but I’m not too sure Edit- let me also add the fact that while raiden in his mortal form MIGHT be out classed (raiden is actually REALLY strong) his elder god form completely outclasses ANYTHING from dragon ball and naruto
