I got her to tell me this recently, after I did her quests. I talk to her and she just starts this dialogue. I think it was before I killed Benny. I usually save the Strip for last.

Veronica actually stays with you even if you destroy Brodahood crappy bunker. I completed her mission before blowing it but not sure if that is needed anyways. Arcade has to the most biggest wimp and morale lectuer in Vegas...I always recruit him then sell him to Legion.

Thats the Merc Grunt outfit, its randomly generated in the wasteland and wanderers. His hat is the 1st Recon Beret, given to snipers in the NCR 1st Recon Battalion. It only generates on Boone, Vargas and the 1s Recon snipers in Camp McCarran. Camp Forlorn Hope if you did the bounties. Hope this helped.

It's practically impossible for me to get Arcade and Boone as companions (the majority of my characters always end up serving the Legion or becoming enemies of the NCR)
