what if a soul is in spritual planet? is there any chance to fall again in material world?

This is a difficult question. Generally no, souls who go to the spiritual world never come back here, as Krsna declares in the Bhagavad-Gita, but Srila Prabhupada mentioned on occasion that there is a small, theoretical possibility because of the existence of free will. There is no reason to come back to this material world, but on the other hand souls are not prisoners there, and therefore one has freedom to come back if he so wants.

Yes, it's possible to continue going up, to Marloka, etc. up to Brahmaloka. However, it's not really possible to stay for long at the same place, or we go up, or we go down.
