The idea that you should just build a prototype, test it, then build a better one (instead of sitting around and theorizing) is incredibly powerful. This guy has used that principle to literally build his dreams into reality.

It depends on resources. Skimping on the design stage can result in many more prototypes being required, which might result in running out of resources (including time) before the project can be "finished". Of course, you don't want to take too long with the design stage, as it also consumes resources. Design is also as important as the testing stage when it comes to safety.
