So let me get this right Loucha gave Ruan Mei remains of Aeon of Propagation and in return Ruan Mei saved Tingyun for him [Explanation: From 1.6,it always bothered me how Ruan Mei created the beetle without a sample. In 2.5,when it's revealed that Loucha's coffin has remains of Propagation Aeon and there is an alliance with Loucha, Jingliu and Ruan Mei that's when I came to conclusion about how the beetle was made in the first place. ]

However, given he gathered both the remains of Propagation (Tayzzyronth) and the marking of destruction (TY's wounds), he and JL may plan to use these to "kill" Abundance (Yaoshi) conceptually (perhaps trapping Yaoshi in a perpetual state of being deconstructed and making the Aeon lose faith in her ability to recover the damage)

My summary of this is: Ruan Mei and Luocha are bussiness partner for God Slayer Plan. Luocha (the traveling merchant) probably is the one who found Tingyun body, able to preserve her life with his abundance power, and bring her to Ruan Mei and ask her to save her. Ruan Mei agree because she is indebt to him. Or maybe they found her together. I am sure that Luocha and Tingyun know each other (from Luocha Voice Lines) because both are from merchant guild, just maybe a different branch. When she talk with Yukong about what is this traveling merchant plan with her because indirectly he turn her into his pawn, Yukong said the one who responsible and know the actual answer is in the Yuque (yup, Luocha and Jingliu are in this ship). And with Tingyun ask Yukong to send her to Yuque, it seems that the meeting between Luocha, Jingliu, and Tingyun along with the appearance of Marshal Hua will happen in the future. Then, the God Slayer Protocol plan would officially begin.

The only thing I don't understand where the "Fugue" comes from. From what they said, there will be no companion quests in 2.7, just some casual events until 3.0, and 3.0 is brand new story on brand new planet. Since through the whole 2.7 story, we called her Tingyun, she called herself Tingyun, and all of the sudden when you meet her on the Astral Express, she's "Fugue" without any chat options to ask her why. I doubt that she's gonna all of the sudden appear on the next planet so for at least next 6 months we gonna have to call her Fugue "just because" >.

The implication I got is that since Tingyun was infused with destruction, that meant if saved she could then use that power to fight- Loucha probably has plans for her to help his god slaying schemes. So he didn’t save Tingyun because she was Tingyun- he saved her because she in her state of being infused with destruction energy from an emenator can now be used as a weapon

It happened offscreen during 2.4 and 2.5 when Himeko and Welt visited Herta Space Station to deliver the Leviathan Fossils to Ruan Mei. This actually explains why everyone was able to leave the Express in 2.6 as normally someone stays behind with Pom-Pom to look after the train. Tingyun was already there and they just didn't reveal the fact until 2.7 basically.

I doubt saving Tingyun was just a moral decision for Luocha. Perhaps he is not bad guy per se, but if you ask me Tingyun's "resurrection" is probably a means to an end; what exactly is yet to be seen.

Saving someone because it serves your ulterior motive is straight from the Otto playbook though, and it's not like Otto was incapable of saving people out of altruism, because he kept Sushang frozen for decades until he could heal her. Luocha may very well be different, but he's gotta do a whole lot more than save one person that he clearly intends to use as a pawn.
