this video made me think of something, could you 3d print stamps using TPU?

Yep, either make the whole thing from TPU, or the base/handle from PLA and the stamp part from TPU . . . also sanding the stamp / print surface smooth with sandpaper helps it pick up and transfer ink when stamping.
