How to Add Background Image Behind Header on Wix

Okay so at 2:00 when you select the header and move it to the front; that is grayed out for me. It just doesn't let me change the position it. What could be my issue?

The header photo refuses to move up past the menu. It doesn't click and drag upwards, it never even shows me the moving cross cursor. I can only move it down

thank you, but this way of working is just horrible. just give us a simple layer ladder and make it possible to change pictures opacity. but i gues they will not changes this since it has been the same for about three years at least now.
