U Can with BCC there is a effect called BCC Motion Blur

Timewarp is no longer available in Premiere Pro. As an alternative you can use optical flow instead. Right click on your clip in your timeline, select "speed/duration", select "time interpolation" and then select "optical flow". Depending on your footage it might give a similar effect to timewarp. Don't expect a miracle.

You can also downgrade to version 22.0 which includes Timewarp but you also are downgrading to a year-old version

Time warp effect is currently still being tested and developed and it is not currently in premiere 2022 if you don’t see it. It is in after effects. Although this is true you can just right click clips in timeline then click speed/duration and set time interpolation to frame blending. Else then get RSMB for it, 109$.

If you guys want to avoid crosshairs getting screwed up, you just need to record your clips at 144fps above, then set the interpolation to frame blending. There you have it, a buttery smooth clip.

240 or 360 fps gives more smooth blur if you pc can handle it and instead of going in time interpolation to frame blending you open the export settings and there its says time interpolation change it there to frame blending

Recording in framerates that are not a multiple of 60 is pretty buggy thats why recording in 120/180/240 is better
