If it helps anyone, spinning the adjuster towards the center expands the brake, if you spin it towards the outer edge of the wheel it will close it

Not enough information - 1/ Should the car be in Drive, Neutral, or Park 2/ Is there an adjustment required for both left and right sides? 3/ What type of handbrake is in the 2011 model is it the handbrake version located in the centre console or the modern ones where there is a foot mechanism?

Forget about up or down with the star wheel. Anti clockwise is what you need to do, undoing the star wheel expands the brake shoe to grip the wheel more firmly.

You keep the parking brake OFF (as in if you push your car it will move) when adjusting it.

+Michael Guzman You may want to start by topping off the brake fluid, and then see if you are loosing fluid when you hit the brakes. You may want to inspect all of the brake lines to see if there is a leak somewhere in the system. Hope this helps you point you in the right direction. 1aauto.com

Back in all the way then 3 turns out ok it’s not rocket science and when installing new rotors Spray brake cleaner inside the drum where the parking brakes pads will engage and wipe off the shipping oil the same like you do to the outer surfaces for brake pads Engagement.

camry has NO parking brake pedal...that you said to touch it...
