is the audi ball joints refillable for grease ? The proper way to do this tie rod wheel toe in or toe out procedure should always be done with wheels elevated off ground freely ?

I don't think so, they are normally just replaced. The tie rod ends for Audi (which he was adjusting on the front here and include the ball joint on the end) are not very expensive. Super cheap no name brand usually under £15, good 3rd party OE spec (like Meyle HD) around £30, Audi genuine I don't know their price but would imagine £60-£80 per side.

I am trying to figure out how can i test my wiper motor for the front wind shield it has 4 pins in its connector, numbered 1 through 4 = 1, 2, 3, 4 ok I am not sure which pin operates low speed wiper to which pin operates high speed. Nor am i sure what pin is short delay to the long delay in the wipers as they or when they do actuate.
