For visa application it’s not mandatory, but I always suggest to get a travel insurance while travelling abroad

No Azerbaijan they didn't ask any fund proof. But if they ask you can either show USD if you have with you or show your bank account balance

Separate ticket means? Also you dont need flight tickets while applying for Azerbaijan evisa

You can check your visa status also, but wait for 5-6 working days you should get the visa. About that visa fee, not exactly sure can’t was 25 usd
