9:42, External Scholarships means Scholarships other than Saudi Arabia Government Scholarship. These Scholarships can be granted by a Company, Student's Home Country, or via Other Sources. And, Universities in Saudi Arabia also have their own Admission Criteria. Most of the universities in Saudi Arabia requires IELTS, TOEFL etc.. So, while selecting University and Study Program, those who don't have IELTS TOEFL etc must choose only those universities that doesn't requires IELTS, TOEFL for Admission, if there will be any such University in Saudi Arabia.
