Can you use these to hang a garland on a wallpapered wall or will it take the paper off ?

I haven’t used them in wall paper so am not sure. I would check the 3m website to see if it clarifies this. (I also think it may depend on the texture of the wallpaper which may be the reason you may struggle to get a definitive answer. I know they didn’t work if the painted surface was shiny). Sorry I couldn’t be clearer.
