This coldframe is a copy of the one designed by the late great Jim Crockett. His 4’ X 4’ frame is the same except he used clear corrugated polycarbonate panels for the lid instead of plastic sheeting. The detailed plans are in Crockett’s Victory Garden book and Crockett’s Flower Garden book.

i have a mini hoop house with zipper openings to tent over raised bed. do i also need a cold frame?

No unless you want to. The hoop house does a better job shedding the snow.
