You should probably lose weight first but slowly. If you are a beginner at exercising, lifting weights, etc. Then you will probably still build muscle whilst losing fat

Depends. You probably think you're fat when you're just skinny "fat", when you're not a fat person at all. If you're just skinny fat, consider bulking up and building muscle first, and then cutting and going on a slight caloric deficit. I also thought I was fat when I was skinny fat, I cut bodyweight and while, yes, I lost fat, I also lost muscle mass and got really skinny. I'm now muscular after bulking up, but I committed the mistake of cutting bodyweight and losing muscle before, don't be me, man. If you are sure you're fat and muscular, lose weight, but slowly.
