update: turned my laptop on the next day and my laptop started fixing my disk and after that i was able to sign in normally. i can't tell if the disk problem and the sign in problem was related but no clue lol

First of all, no, it's not a good feature. I never entered an incorrect PIN. I simply unplugged my PC because I was on vacation for a month. After returning, plugging it back in, and entering the correct PIN, I got that 2 hour message. Other than that, your method worked and I could reuse my original PIN.

Try to do this, go to account.microsoft.com/profile/signin and sign in with your Microsoft account. From there, click on the "Security" tab and then "Update your PIN." Follow the prompts to reset your PIN. If this does not help the restore is the last option.
