In my case, the E21 error is due to a burned semiconductor on the main PCB. If you pull the plug from the wall after replacing the batteries, I'm pretty sure the fault will return. That's what happened in my case, so I took it apart and found the burn marks.

Did you try removing power to the unit and see if it actually works? I bought 2 brand new Cyber Power units and both had that error (E21) when power went out, and they did not supply power to the attached device.

Very helpful video after watching your review on this product 2 years ago. Although I'm a little disappointed that the battery only lasted 2 years since I read that they usually last 3-5 years before needing to be replaced.
