So what a DNS server does is converts things like URL's to the actual IP address of the website, so if you use a faster DNS server then websites should load faster. Now when it comes to changing DNS servers it is possible that you might not notice a difference in speed after changing your DNS. However, there's not really any risk with changing your DNS server , as long as the one you change it to is secure and you can always change it back to default if you have any default. By default your computer will use a DNS server provided by your ISP.
