It is because your power bank must be around 20 watts, if your laptop is much more powerful than your power bank then the power full device will charge the weak one, if your power bank is powerful, lets say your laptop need atleast 53 watt then you need 50+ watt power bank in order to recharge the laptop. Hope you understand.

with turning off laptop PB will try to refill battery faster as PB is not a constant supply source (but just another battery) You can connect PB and use as well but in that case you will never see laptop fully charged again...

But anyway for you quick summary : You can charge your laptop with power bank as well if it supports charging by Type C port available in your laptop. Basically this option is useful where we see electric powercut during office hours in COVID WFH situation 😀
