I'll be honest I just sorta lucked up on him out of nowhere when wandering around, lol.

After you beat the boss that drops the map piece in the grove area, there's a net that drops off the side of the sushi boat. Take that net down and continue along the path. After quite a while you'll find him, the path is long but relatively straightforward.
