If you do an Oil stain area do you apply the degreaser and then the SH around it or do you rinse the oils beforehand?

You apply degreaser first, scrub and repeat process until all grease comes out.

Only agree with step 1. After that, pre wet all grass next to concrete, apply 4% pretreatment, sit 10 minutes. Wet grass again, surface clean, wash down all concrete, post treat 2%, sit 10 minutes, rinse all grass, surface clean all concrete, rinse all concrete and grass down again.
