Unfortunately I don't think there's any way to do that. The only option I can think of would be to download those specific videos, delete them from Google Photos, then change the upload setting to compress and re-upload them. Then, as they are re-uploaded, they should be compressed automatically, but all existing photos would remain in their original quality.

I _used_ to be able to send a picture to Google Drive, and boom, there it was. When I needed to resize that same picture, I _used_ to be able to click on the 3 dots in the corner of that picture and resize it to different percentages of either the size or pixels. Now it no longer gives that option.

You could compress the new photos, but that probably won't do a lot. Really, your two options will be to either upgrade to a paid account with more storage, (you can get drastically more storage for a few dollars a month), or go through and delete some things you don't want. You probably won't want to delete much from Google Photos, but you might have some stuff in Gmail or Google Drive or something that you would be happy to delete. In this video: kzbin.info/www/bejne/q2mygISBpamJr6c I show you how you can check how much storage you have (it sounds like you already know that), but towards the end I think I show you how you can see what's taking up the space so you know what to delete.

Make another google account and share the photos or putbyour videos on yt and don't share them. Yt has unlimited storage

If you really zoomed in and studied them you might notice a difference. But honestly, if you're just flicking through them on your phone, I doubt you would be able to tell.

I prefer to have KZbin videos in 1080p over 720, both as a viewer and creator. But for personal videos, if they are filmed on a phone and watched on a phone, it's probably unlikely you will notice much difference if any.

Technically it's now a lower quality photo whatever you do with it. I don't know a lot about photo printing, but I imagine if you printed them in the standard size that you might put in a photo album, you wouldn't be able to tell the difference. However, if you printed it in a fairly large size that you might put in a frame, the quality might be noticeably slightly worse than an uncompressed photo.

Compressing to a zip file won't change the size of the files, it just puts them all together in one zip file for easy transferring. If you want to reduce the size of photos and videos, you would need proper compression software. Google Photos does proper compression (that's what this video is about), but all the photos would need to be on Google Photos for that. A good option for images is shortpixel.com. I use that to compress images before putting them on a website, but with a large library of photos, this probably wouldn't be very practical. I've never tried to compress a whole lot of images on a computer like this before, so unfortunately I can't give you a specific recommendation. But if you Google something like "image compression software for Windows" or "how to compress images on Windows", you might find something more helpful.

I'm going to write a comment. In this comment, I will tell you how redundant and annoying your video is. While you're reading this part, I'm already probably asleep or in the shower or at work or on vacation or wait, who am I kidding? I haven't been on vacation in over 20 years because my time seems to be worthless to everybody else. Oh yes, back to the comment. So, like I said, I am writing this to drive home how obnoxious and pedantic this video is. Pedantic means it seems like you're talking to a kindergartener. Even when you say, "Now I'll show you how to get the photos you've already uploaded to a lower quality so they take less space.", you say, "But that's how to get them to take less space for media uploaded in the future.", about 3 times. Now, I hope this is making sense and I have so much spare time right now so I'll choose to waste it by giving advice but not really giving advice because my editor is terrible. So, did I even say that this video is a waste of virtual space or did you just assume it?

The definition of pedantic according to Google is "excessively concerned with minor details or rules; overscrupulous.".
