Hello, I applied for another position for the same company. I have access to finding the department manager through my work email contact list. Is this unprofessional to send an email to them informing them of my interest in the position and that I applied?

I’m based in UAE and getting my dream job which is waitress is very difficult It’s been two years and when ever I apply I keep getting rejected it’s soo sad I received an email today which read “we regret but we can’t further with your application “Tears filled my eyes 😔😔😔
