I use the cloud filter in PS to create an overdyed effect, but if you are looking for a more traditional Tie Dye I'll have to experiment a bit.

Yes,once you design your camo in PS define it as a pattern and you can us it as a fill

it doesn't work for me. the edges don't look seamless. its trying to make it seamless but its not working. any tip?

the threshold option is grey, cant use it.
