You can also use a gradient map for it. Also, I have it saved as a pattern for pattern overlays.

In illustrator you can save your digital paper to your swatches panel I can't seem to figure this out in photoshop and was wondering if you know how to do it.. Hi, I don't think I understand your question properly. Maybe you can try saving the glitter colors as swatches, use lasso tool to select the part where you want to color and then use the fill tool to color the shapes.

Few things you could check - 1. Is the document color mode set to RGB? 2.Is your layer locked?
