For the upper part of the dress what I did was I use half scale basic bodice for kids and a cap sleeve. I have both tutorials on my channel and I added the links on the description box and also at the end of the video.

It’s in between it’s soft net that has tiny holes but not the extreme soft net and I don’t use hard net because after washing it shrinks. Hard net usually have larger holes
