Yes it can, but you need to be careful of the heat from your iron, another way to avoid heat is to cut your tulle net straight (to be gathered later on though). The crinoline will be easier to attach and there is no need for hemming gum.

Yes, but there are also other colours of crinoline. Black and white are the most common though.
