Magento allows to share customers via Website or Global, there is an option for setting this in the configuration. If you select the Website, the customer will be limited by a website.

Don't use the IP address for your website in localhost, you should use the domain looks like these domain1.local and domain2.local, if you are using Windows, you should configure it in the HOST file
