He only put it on the testnet, so it isn't a real ethereum ERC20 token. He did however verify the code works so it would be only a few clicks to deploy it on the main ethereum blockchain.

you can, but it would be very difficult, where as tokens are built on coin blockchains like Etherem or NEO, if you wanted to build a coin you would have to design your own blockchain. Tokens are built on top of other blockchains(coins) - much easier.
