I followed the pattern and because my bust measurement is 36 inches so I had already up to 10 increase but still the measurement is 5 inches. But as you said I have to achieve 1/4 of the bust measurement so for me its 9 inches. But the length of my project is already up to my waist. In short it did not work I am frustrated. But in fairness, this project is simple, and easy for beginners but I don't know what happened.
