I am also using outlook 2016. I'm not sure why you are facing this issues. may be you try to open the sent message in popup window and try to use the recall message options.

Bro what if there are 2 persons in cc.. and only one person has seen the message.. other one has not seen.. so will deleting the entire mail using first option make the mail disappear for the person who has not seen it ? And will it still be in that person's mailbox who has already seen the message ?
