At 3:48 i am not able to make line what can I do please tell me

Check if snap tool is on or off.. if on make it off

And also at 5:24 when we select rotate tool and give angular spacing 9 degree and by giving instance of 40 all the that theet are made anywhere on screen instead of following circular pattern on pipe
