This is not how to enable or disable the Touchscreen, you are disabling and enabling the Touch Pad

One part of my screen has an issue where the touch only responds sometimes but always shows the line that follows your finger. Its so weird. The home screen always works in that spot . Must be a software issue. I uninstalled drivers and reinstalled drivers. Same issue.

touch PAD and touch SCREEN are defferent things...here you disable the PAD...and you don't have the touch screen option in your list..(((
