I would not word it that way though. It sounds like it assumes the default stance is that "you would not listen, can I change that"

@@MubashirullahD I can see how you see it's more suitable to Asian countries. I've used it in Australia though, and it's worked for me there.

I am going to try it. It is a step the other person does not expect, I think. I imagine it works with a person with an aggressive communication style. Thanks for the tips.

Let's say I would like the company to invest more in the office atmosphere like adding wooden flooring. Who would I talk to? HR.

HR of office manager could be a start. But those kinds of decisions are usually made by the head management (CEO, Managing Director etc). Start by putting the idea to HR/office manager and they might take it to higher levels. Or, if you have a good rapport with the higher management, suggest it directly to them.
