If you enter ruins of uldum and can not see a chest at the end, you need to finish the quest with nazdormu first. When you go back to ruins of ukdum, the note will now show up.

Holy crap we’ve found the fel cycle mount !!! I’m standing next to it in game right now along with many others treasures!!! Holy crap!!! You’re a bit behind… get the peculiar gem and socket it into your key! Have fun! When you fall through the secret portal hole… and you click on the eye of void… let me know where it sends you all it send me to the hot spring underwater in ungoro crator… I noticed that there’s a lot of tempered steam spawns there… after I leave here I’m going to go see if the item I bought off the ghostly vendor… which was release the steam item… has anything to do with the area it ported me too! Happy hunting detectives

i've gone to the location as you've shown but strangely there are NPC's from dragonflight and a dead dragon in the room. Theres a timewalking rift. I cant seem to uncover the treasure. what am I missing??

If you see Nozdormu with an old quest inside the Ruins, take it and enter the time portal nearby. Speak to Chromie, then Nozdormu again and complete the quest. Return to the Ruins and the clues should appear now.

I had the same issue, take Eternus' quest and finish the series of quests in the room, the chain ends in DF with Chromie, then you can go back to the ruins and be in the correct phase.
