It's over. Wish the chain was more relevant to old WoW stuff since it's an anniversary event. The Duskwood/Westfall killer storyline would have been cool to revisit. BRD could have been used, etc. Instead I teleported 50 times and looted scraps of paper.

The dracthyr 1:30 is a patrolling unit so if you don't see him just skip. There are around 20 targets for the letters in the area.

To me, the dracthyr wasn't standing by the wagon at all, but as you said - just distribute 10 letters to any highlighted NPCs when on that step of the Quest.

Just a heads up, I wasn't able to see the Dracthyr standing by the Vulpera Caravan but if you walk around the celebration event you'll find more than enough people to hand out letters to. Edit: The Dracthyr was standing by stage for me.
