i think test which have time limits puts pressure to users so their minds is not that calm, let's just not say do it under 15 minutes, let them do it till 10 minutes without giving them the time frame, now at 10th minute they probably have already finished sorting cards and if not now is the time to say okay let's wrap it in 5 minutes.
