Once we have the power mesh, then the power source will be available physically closer to the macros. In that case, there won't be much role played by the wire R and L. So, what will be the necessity of Decap cells around the macros in that case.

For extra support. The PG mesh must be too dense otherwise it takes away routing resources for signal routes. The Decap auguments the grid and also helps filter out high frequency noise. I hope this helps.
