I don't understand it's suppose to go through both tier from top to bottom to support not fall but cutting right on surface of dowels of bottom tier how can It support top tier???

Thanks for your question :) For smaller tiers, I usually use this method and join them with royal icing, and I've never had a problem. Its so the weight of the top tier doesn't press onto the bottom tier. For larger cakes, I actually do put one large dowel through all the tiers alongside the smaller ones. For wedding cakes, I try to build them at the venue to avoid any mistakes x
