As the U.S. pours billions in military aid into Ukraine, we host a debate on the Biden administration’s response to the war and U.S. policy toward Russia amid increasing calls among progressives for a diplomatic end to the conflict. We speak to former Bernie Sanders foreign policy adviser Matt Duss, now a visiting scholar at the Carnegie Endowment for International Peace, and Ray McGovern, a former CIA analyst who specialized in the Soviet Union. “Everyone understands that at some point there will need to be a negotiation to bring this war to a close, but I think the tension within the progressive community comes to when and how that diplomacy actually takes place,” says Duss. McGovern stressest that U.S. policymakers must understand Russia’s motivations, saying Russia sees the eastward expansion of NATO as threatening its core interests akin to how the United States viewed the Cuban Missile Crisis in the 1960s. “We need to go back and figure out how this all started in order to figure out how to end it,” says McGovern.

My view is that it started in 2008 with the NATO Summit declaration that Georgia and Ukraine will join NATO; pushed by the US, against the will of France and Germany. Putin was very clear at the time, no way.

Democracy does not always work smoothly but the alternative is a place like Russia where you cannot criticize the corrupt politicians (or you will put in prison) and are sent to the front to fight an unjust and unnecessary war with no training and inadequate equipment.

Which part of what Matt has said do you disagree with? As a Ukrainian, I can assure you that what he said is 100% true and on point. Russia has been a threat to all countries in the region. It has occupied many of them and to this day it quietly does not recognise these countries as sovereign independent states. It sees them as lost colonies/lost Russian territories. Russia has implemented a set of brutal policies called „russification” which aim was to erase the language, culture and history of these countries, aka destroy their national identity and replace it with a Russian national identity. FYI, this is why countries or parts of countries that have been longer under Russian occupation have been rustified much more than countries that have been under Russian occupation for a shorter period of time. Ukrainians suffered slavery under Russian occupation up till 1861, and Ukrainian peasants could buy land from 1901-1903. In 1929 the Soviets expropriated this land and deported millions to Siberia and Kazakhstan, or to GULAGs. From 6-10 million people died in an artificial famine organised by Stalin. It's called Holodomor and it is considered an act of genocide. As a Ukrainian i do not want to talk about peace with Russian invadors and occupants that have invaded my country, bombed my cities, looted the homes of my countrymen and tortured, raped and executed civilians of all ages and POWs. Russia is continuing its genocide and its propaganda is openly talking about what it wants to do. Prominent propagandists are talking about leveling cities, using chemical and nuclear weapons against civilians, kidnapping, burning and drowning Ukrainian children and building concentration camps for Ukrainians. They openly promote the destruction of critical civilian infrastructure, electricity, heating and water purification. They openly say that they want Ukrainians to freze to death…. Mass graves and torture channels are discovered in towns and cities Russians have occupied. Videos of war crimes, many posted by Russian soldiers themselves, circulated on the web, and yet people like you exist, that are delusional enough to side with Russia. Russia invaded Ukraine and is destroying this country and its people by committing mass war crimes not the other way around. Never appease totalitarian antidemocratic regimes. Didn’t IIWW teach you anything?

That Matt Duss guy’s lack of logic is just ridiculous! The US is “vindicated” by telling others that Russia is going to attack? That’s like saying if I keep sticking my fist in someone’s face, telling people that someone’s gonna punch me. They never said a damn thing about this being a plan or any indication they thought they would. That lie is going around a lot. That promise never happened. If you think it through the timeline doesn't support it. There is also no writren record of it and no reason to make it. Why would America, in 1990, promise the Chairman of the USSR that they wouldn't expand into WP nations when the USSR & WP were still together? Makes no sense. What was promised was that NATO wouldn't stage nukes in East Germany. Today there are no nukes in any post Warsaw Pact NATO territory.

If any country has a superior diplomacy, it is India not Russia, China, EU or USA. They all look for what they can fend off with their selfish interests. Russia often has genuine points but the way their diplomats present their arguments always sound like threats. USA who is the cause of this conflict has positioned herself as the savior of Ukrainians at the expense of Ukranian peace. This is insane!!! At worst, we all die due to this selfish US policy. Let me remind you that we all have a responsibility to this planet aside from our national interests.

On negotiations, Matt Duff leaves out that any negotiations without the US are meaningless because Ukraine can not negotiate away the sanctions, which is part of how we killed the almost successful negotiations in March and April.

After Russa's coming assault this winter Ukraine will have little if anything to negotiate and a settlement will be imposed upon them. If Russia chooses to take Odessa Ukraine will find itself a small landlocked country with no significant resources.

Yes and how it all relates to Victoria Nuland-Kagan puting 5 biljon US taxdollars into Ukraine up to 2013 alone, next organising the Euromaidan uprisings in 2014 to overthrow the newly elected government, which turned into a bloodbath because the organisation hired snipers who shot the protesters. Meanwhile she was caught plotting the new regime in her leaked phonecall with Pyat, in media only mentioned because the " fuck the EU" , shortly after which the MH17 conveniently was shot down supposedly by Russians. Mr Duss also conveniently forgets about the Odessamassacre and the Mariopol massacre in 2015 or so. And of course he forgets that the US troups are on the ground delivered with the Himars, that Starlink was subsidised for this purpose, that Hillary Clinton was so angry about losing the elections because the US troups were already stationed at the Zuwaldi corridor and were ready for combat as soon as she would be President and that she had preemptively commissioned the rebuilding of parts of Russia after the war in public tenders as can be found on the website for public tenders of the US. But that is logical the man works for the endowment industry, which is the opposite of propeace. I see some people claim that he has no choice beeing in the system, but there is always a choice. In his case quit the job. Remarkable however that so many people involved in politics and pr in the US with respect to this war who deny the nazism in Ukraine and hate Russia are Ukrainians who changed their names. From Nuland to Duss and that idiot that was minister of truth for 5 minutes. In one thing Duss was right: it is getting weirder by the day, but that is because of lying warmongers like him.

I wish these people who claim that Putin stated that his goal is to re-establish the Russian empire or the borders of the Soviet Union would be more specific and point to exactly which speech is that. I went through a lot of his speeches and actually never found a concrete basis for that (unless some snapshots that takes one or two sentences out of the context of the speech)

Tell Mr. Sanders I'm world renown for defending Democracy and Freedom. When the Northern Union entered Kentucky, I lost all hope but knew our boots on the ground could count on oil supplies from the (redacted) to help the Coalition bring the Baathe Party (mostly made up of Saddamn Hussein's "administrators" according to Western news outlets) back into power a 3rd time.I will gladly advise Mr. Sanders and Gen. Russia's concern about the NATO military alliance on its border is no different than the US reaction to the perfectly legal alliance between Cuba and Russia in 1962. Our reaction was that the US would not tolerate nuclear weapons that close to our border. The Russian response today is no different than our response in 1962.

Wow! Except for the nuclear weapons that would have been (and were for a short time) very close to the US mainland. I guess the fact that the whole thing was resolved by Kruschev backing down (through back channels)and the US decommissioning some outdated weapons in turkey at the same time. I guess that doesn’t make any difference either? Peace?! Everyone (I would assume) wants peace. It never ceases to amaze me how, when the US starts and unjustified war, people call for us to cease-fire and enter into negotiations. Russia started killing Ukrainians in 2014and continues to escalate and annex more territory. Everyone, except Ukrainians is asking the US and Ukraine to come to the negotiation table. What about Russia? Where is your condemnation of them? Where is your pressure on them to come to the negotiation table? The best way to understand this discussion is by first acknowledging where these two speakers sit in their political careers. Matt is fairly young compared to Ray, who has done his duty and clearly speak without remorse, and Mat simply has more to lose going against grain. He works for the Think Tank industry which serves the military industrial complex of the US. He has no choice but sit in servitude of the dominant American narrative and the Government which employs it, unless he's truly in favor of that narrative's paradigm and embraces it (would not be surprising to say the least). good evening I'm watching you from Italy. I am a journalist and a writer, on May 9 I published a book called "Ukraine 2022 The Perfect Strategic Threat". IN this book I reconstruct some moments that seem crucial to me that are never talked about. The first is that Ukraine participated in the occupation of Iraq in 2003 with one of the largest allied contingents, and the costs were partly covered by the US. This thing represents a bad moral position compared to the invocations of international law that Ukraine makes today, today that it is an invaded country and not an invader as it was in Iraq. Then I recalled that in 1997 Russia and Ukraine signed a very important cooperation treaty, because the two nations had, up to then, shared, as the Soviet Union, military industries, especially missiles, in Ukraine they built and designed the Voyevoda missile, which was the key missile for Russia's nuclear strategic deterrence. In light of this, US meddling trying to get Ukraine into NATO posed an absolute strategic threat to Russia, as Ukraine maintained voyevoda missiles, and we know that Kagan in a 1996 document called Rebuilding America's Defenses, clearly wrote that the US had to gain strategic nuclear superiority, fate has it that this gentleman was the husband of Mrs. Nuland, responsible for US policy in Ukraine. here I stop here. I think these are the starting points for a series of analyses, or else we go into metaphysics, which is interesting, but is also a bit too much literature.

Germany and France was its witnesses and was supposed to make sure that Ukraine held up their end of the agreement, but under pressure from the USA,France and Germany allowed Ukraine to ignore the agreement, Infact the agreement was used by ukraine and the USA to stall for time so that Ukraine could build up its military even more. Finland and Sweden have been cooperating with nato excercises for years, so from "Russia's" not Putin point of view Finland and Sweden have been defacto nato members as they have aligned their foreign policies/military with nato and Russia had for years developed plans to counter this strategic cooperation. So, when Putin, did not seem to be bothered, it reflected Russia's already developed counter for "if" and when Finland and Sweden join nato. So your answer like most neocons was disingenous.

She had an excellent interview with Jeffrey Sachs on her new KZbin show last week. I'm supporting third parties at this point, with how bad the Democrats have gotten. Ray McGovern seems delusional and out of touch. “I made up the words of the last part of the song”?! What was the song? Why? Jeebus! Not a word on Russia’s brutal, unprovoked attack and numerous dead Ukrainians. I was in Air Force intelligence during the Cold War, no one hated Russians then either. We hated their actions; imprisoning half of Europe and subjugating nations across the world. Most rational people don’t have such overarching ideas about a whole populace. Who and where is this “hatred of Russia and Russians”? I guess the same people that say Putin’s actions and motivations are legitimate and should be acceded to. 🤦🏾‍♂️What a shame I guess if Mr. McGovern were a true voice of peace, he would have ideas how to come about that and actually address the facts that are happening in real time, and not, made up words from a song and details of “Russia hate“.

For a foreign policy advisor, Duss is either acting in bad faith or is naive. If Matt Duss is considered to be a "foreign policy adviser" for Bernie Sanders, I will seriously question Sanders's capability in International politics. Duss' analogy of comparing Ukraine to Finland in order to "refute" the NATO argument is based on total ignorance: Russian and Ukraine have a way more complex historical and cultural relationship. The key difference is: Many Russians consider Finland as a Northern European country, but view Ukraine as part of the Slavic heartland. The core of the conflict is not about the geographic border, it is about Russia believing NATO is trying to occupy the cultural and historical center of Slavic people in order to threaten the existence of the Russian Federation, which is a very valid concern considering what happened after the cold war.

If to listen Ukrainian and Russian folklore and especially old folk songs look at their folk fashion one can see how little differences those cultures have at their most authentic level and conclude how much mr Matt Duss really knows about differences between those cultures. A telling discusion and what Ray said is correct. Ukraine cannot be compared to Finland. Ukraine was a core republic in the Soviet Union and leaders came from Ukraine, Russia and Gorgea. What happens in Ukraine has a direct impact on Russia pariculatly its security. The US needs to be careful not to trigger a context for WW3.

07:35; Ukraine separates from Finland and the Baltic states on two important points: 1) The Ukraine border with Russia is more vulnerable, and includes the Black Sea (remember the Grand Chessboard; Ukraine is the pivot to ....). 2) The number of russians and the amount of russian interests (energy and industry) in the eastern Ukraine are huge, and not at all comparable to the situation in Finland and the Baltics.

Important difference is - ukrainian nazi regime before Feb 24th was already in war with Russia for eight years, and they was going not only to attack LPR and DPR, but also to invade Crimea. Though this “ukraine-russia” war is in fact ukrainian civil war, where russia was helping russian (or prorussian) part of conflict - “separatists”, and NATO war arming their pocket kiev’s junta. Facing such provocation, Russia had no choice but to start preemptive strike on nazis.

It is important to note that Matt Duss is seeking a position in federal government. His speech while I empathize with his family resisting Russian Aggression in Ukraine he isn't telling the full story because he wants to appeal to American voters which most often are patriotic and aren't fond on being tough on Russia weather that means escalating the situation a lot worse.
