We speak to world-renowned political dissident Noam Chomsky and political writer Vijay Prashad about the Russian war in Ukraine, now in its eighth month. When it comes to continuing the war rather than negotiating a peace settlement, "the United States and Britain are pretty isolated on this," says Chomsky. "The United States saw Ukraine as a kind of loose nail under which they place their weapons, billions of dollars of weapons … in order to egg Russia on," says Prashad. Chomsky and Prashad are co-authors of the new book, "The Withdrawal: Iraq, Libya, Afghanistan, and the Fragility of U.S. Power," which covers failed U.S. foreign policy in recent wars and the importance of seeing beyond dominant media narratives.

And you think he and his 190k soldiers would just roll back to Russia? Remember HE chose to invade. No matter how much people want to blame US and Europe. Europe have been doing everything to tame Putin… they opened their financial hubs like London, to be the play area of his oligarchs; Germany and other countries willingly made themselves beholden to Putin’s oil and gas hoping trade and financial ties would prevent conflict. And the USA is? Do you know any good faith negotiation the US had in the last 40 years in situations of military conflict. The USA recently declared that Syrian Golan Heights was Israeli. That wasn’t even a negotiation it was a declaration of annexation. How about Libya? Gaddafi was an official ally, the intent was to control his oil fields and ending his pan-African currency project. Your ideation that the USA is a good faith actor for the last 40 years is bizarre. But even before that the entire Cold War was riddled with sabotage of agreements. Think for example that Churchill proposed to invade the USSR in 1946. And one of the more extreme examples has been China. The Taiwan agreement should have been settled in 1943 after China defeated the Japanese. There was an agreement that Taiwan was Chinese. In 1979 there was an international recognition that Taiwan was Japanese territory. Now the Biden administration says it can send troops to Taiwan? Talk about Bad Faith agreements.

It's just the end of the world as we've come to know it! :-) We're moving out of the ~2,150 year age of Pisces (an era of barbarism) & into the Aquarian era, which will be so good that new words will have to be invented. While I am an advocate for peace, I don't understand how anyone can advocate for the US negotiating for another sovereign state... Does the desire for self determination not extend to the Ukrainians?

Does it not extend to Donetsk and Luhansk? There was a Minsk agreement and Ukrainian troops violated that agreement. Before the war Zelensky tried to get his army to stop shelling citizens in the region and he was laughed at by his own army. It reveals that someone else is really in command of the situation and always has been.

@@matthewkopp2391 And what agreement did Putin violate when he sent his "little green men" into Crimea and illegally annexed it, and also sent them into Donetsk and Luhansk to fight a proxy war? Putin is the aggressor here, not Zelensky. If the Russian minorities didn't like living in a post-Maidan Ukraine, then they should have pack their junk up and moved to Russia, and Putin should have paid for it. Much cheaper than a war. And it's not like Russia is lacking space or anything.

All this talk is nonsense! Saying we can act on American politics but not on Russian's politics... Ukraine has been turned into a military hungry country after what happened in 2014, Putin exploited 1500% their weaknesses to create and fuel civil wars. The other guy saying it can't move to Ohio, comparing to seizing to exist as a country if left to Putin's predation. We can spin all we want, war ends tomorrow if Russia pulls its soldiers, but that won't happen. I don't need Chomsky to tell me that climate awareness is fu'cked with this war, everyone moved from pandemic/climate fear to a new reality: accept to be a slave or kil before getting killed!

I am going to have to put notes in all of my gnome Chomsky books stating that sadly he turned out to be a putin apologist and someone who believes that freedom and human rights are for powerful countries only (saying the USA should be negotiating the end of this war with russia and it is all about the security of russia,,, saying that the war is happening because the west and Ukraine threatened russia). I can’t believe the Chomsky, the man who taught me about freedom and critical thinking, is on the wrong side of this. But I suppose it is the universe showing us the lesson that he always said, question everything even those you agree with. I’m really glad to see your comment here, this channel has lost its ever loving mind!!!!!!!!!!!!

That's not really a "Great point". Prashad's question is ludicrous. Saudi Arabia is /was an Ally of the United States. The United States was not "talking" to Saudi Arabia to get It to stop Its attack against Yemen. The United States continued to sell the Saudis weapons ! What "talking" that did take place, recently, was about Oil when Biden went to the Saudi Head-of-State -- in Saudi Arabia -- and didn't get the answer he wanted. Russia is NOT Saudi Arabia. Russia is NOT an Ally of the United States nor has It ever been. The United States wants to disassemble Russia. Russia is a threat. Any "talking" between Russia and the United States brings a powerful conversation from Russia. The United States only pushes around weaker Countries ; weaker Leaders. Russia is not weak which, as the United States is concerned, is the basic problem. _"The United States is like the Mafia"._ Noam Chomsky's own words ! Vijay Prashad's argument at 14:09 is perniciously reductive. The fact that Russia and Ukraine "must live next" to each other is neither the issue nor the question. Rather, it is whether Ukraine will exist at all. And if Ukraine does manage to survive, then the issue will be on whose terms. In his treatise: "Об Историческом Единстве Русских И Украинцев," Putin's revisionism made it obvious that his only intention is to reassert Russian hegemony over Ukraine like the Czars of the 17-19th centuries and the Soviets in the 20th century. To act as if Ukraine is in anything short of an existential battle is naive at the least and willful sophistry at most. Democracy Now is often a forum for thoughtful and insightful discussion that edifies in ways commercial media does not. While one appreciates the intention of these scholars in this interview, they need to ground their arguments in reality. There is no scenario concerning the current ruler of the Kremlin that leads to a negotiation that Ukraine can ever accept. Centuries of abusive treatment from pogroms, to starvation, to Chernobyl, to the current invasion and killing shows what Russian rule would portend for Ukraine and always has.

It is very strange that this part of the video is so adamant that Ukraine and russia must live next to each other when this whole war is about the fact that putin said there is no Ukraine at all. It’s sad to see the lengths people will go to, to keep a position. The fact that the rhetoric from these people hasn’t changed with all that’s happened in the war or what putin has said shows they are not based on reality. Thank you for your comment. I liked Noam Chomsky's analysis with respect to the election in Brazil earlier in the broadcast but here, just about everything he has to say about Ukraine seems to have the words "FORCED SURRENDER" written all over it! Russia is still the greater power in this conflict and Chomsky has so far presented no evidence that Vladimir Putin is someone whose word could be trusted in such a "negotiation."

How the Hell are Britain the United States' 'lackey'? Our initiative to support Ukraine was ours and ours alone. Furthermore, there are multiple countries in Europe supporting Ukraine's position vis-a-vis negotiating with Russia - Poland, the Baltic states among them.

Peace talks aren’t on the table anymore. Annexing these 4 regions has removed any possibility of a realistic peace negotiation. Ukraine wants (and can get) everything back including Crimea. And I hope it does.

@@steveo4400 NATO wasn't very defensive when they invaded Libya, Iraq, Afghanistan and Yugoslavia. The US pledged to bring Ukraine into NATO in 2008 and has been funding/training Ukraine and running joint military exercises with them since 2014. Firstly, No one in Crimea wants to be part of Ukraine, secondly, taking Crimea from Russia would unleash hell and probably cause nuclear war, so why should they take it back?

I have no problem with the Russian people as I know they’re not part of this, but those that stand up and agree with it do put themselves on an unacceptable part of a spectrum. None of this invasion is right and therefore Ukraine should take back everything it had and correct the UN acknowledged international borders. If Crimea wishes to be Russian then hold a proper referendum during peacetime. If Scotland didn’t want to be part of GB should it be invaded? No!!

Do you think Russia should surround the US with military bases and troops so that the US isn't "rewarded" for their imperialism? they would've been had Ukraine leave Donbas alone and remain neutral. Russia has been the one who try to reach middle ground since WW II, Soviet Union was dissolved, East Germany was given to the western side in exchange for treaty for NATO not to expand east. But what we got is NATO doubled its members, broke all their agreements, orchestrate the Maidan Coup in 2014 to further antagonize the russian without any real reason except bullshit like trying to spread "democracy".

If Russia "leaves" then millions of Russians are ethnically cleansed from Ukraine, that's what Kiev has been trying to do since 2014. Ukraine isn't a democracy it's an ultra-nationalist paramilitary junta where they shoot people for having the wrong politics. And the US somehow supports this because they just want to stick it to Russia, it's an incredibly barbaric policy.

Democracy Now is calling for literally the most imperialist outcome. Not only in saying the USA should determine Ukraine’s future, but also in not questioning russia’s invasion. They literally don’t have a problem with the bombing and the murdering and the genocide. Only with the Ukrainians fighting back. Chomsky says this war started because the west and Ukraine threatened russia. that is literally crazy when putin is the one who started the war and in 1994 the world worked with Ukraine to remove 🇺🇦 nuclear weapons, and since then Ukraine has never been offensive.

Dialogue and peace are the answers and both guests make very strong arguments. They both though made no mention of the fact that Russia has invaded and annexed land from a sovereign state and indiscriminately bombed civilian targets with the horrendous results we all see. Of course as ever the US and its Western allies have done little to prevent this war for over a decade but Putin has done all he can too to bring about as much destruction for his gain as possible. A violent mindset and society on both sides and this is what you get.

What people like Chomsky actually want is that US and UK stopps arming Ukraine so that Russia can gain leverage and force their postion from strenght. He could not care less about the fate of ukraine. Russia will always seek to expand until it can control all the axis points to its volga heartleand from the european plains. That means Baltics, eastern Poland and all the land in Ukraine until Russia reaches the Carpathian mountains. Chomsky wants to give Russia a way out. Wich will result in Russian reset wait 10 years and Russia will try again.

Before the war Ukrainian violated the Minsk agreement by shelling its own citizens in the Donbass region while the United States was building up proxy army and sending military equipment. During the war there have been several proposals for a cease fire Zelensky rejected them, and one could assume they were rejected on orders of the USA being Zelensky doesn’t seem to be in command of his own army. Blinken said they will fight to the last Ukrainian. Apparently that he views an entire nation as canon fodder.

It has been heartbreaking to watch gnome Chomsky blame defenders for a war and say that other countries should be deciding the future of Ukraine with the invading country that says Ukraine does not exist at all. Ok, I'm in Europe and here's the reality of things. This gentleman is portraying a quite narrow view of what is happening here. Most Europeans are pro Ukraine, not pro Russia. So the statement that UK and US are isolated is not true. A few weeks ago, negotiations were a topic of conversation, not anymore. The minute the referendums were announced what I am seeing here is that there is a growing sense that this needs to stop a.s.a.p and there is only one way to do it, which is with military action. It is now quite clear that Putins terms must be all met, which makes any attempts of negotiation impossible. War it is then.

yeah, you are right. chomsky paints a too splitted and to darkened picture of the public situation in europe. he ignores the baltic states, poland etc. completely and is not uptodate what's the position of the public despite enormous fears and problems coming up this autumn and winter. but there are more in democratical ways working answers to weaken the impacts of the eu energycrisis. we will see here in europe what comes on the right and left sides of protests... nothing is absolutely stable, but bias with the old fashoined geopolitical frame that the us is again the west-world-police is simply wrong

I agree it is a sad state of affairs as far as military spending is concerned but I don't see how Ukraine will be able to negotiate with Russia after they were invaded. From the statements I've seen from Mr. Putin he is not interested in anything other then being able to fulfill the initial concept of the invasion. I'm a Vietnam vet so I'm not unfamiliar with US realpolitik lies but I think this time we are on the right side of history.

You are being duped again. Minsk 1 and 2 agreements were failed due to Ukrainian puppets sabotaging it. Ukraine and Russia were as close as they ever will be to a negotiated settlement early in the war until Boris Johnson nixed it, threatening withdrawal of support by the West for Kiev puppet regime. It’s likely the Nord Stream 2 sabotage event will be a sort of Gulf of Tonkin 2.0 manufacturing consent for wider war, only the MIC wins. Challenge your assumptions by looking at the history of 2014 Maidan coup, as well as analysis based on historical antecedents outside of a USA hegemony lens. It is about understanding what the so-called Euromaidan was for, etc. I am from the Czech Republic and you should repeat what the agreement between Britain and France and Hitler in Munich 1938 was. It is also referred to as the Munich Betrayal. The West allowed Hitler to occupy our Czechoslovakia so that Germany could better and more heavily arm itself. Against the USSR. You should recall the years 1989-1992 when profound changes took place in Central Europe and the Warsaw Pact was dissolved. At that time, President Havel also spoke about the need to dissolve NATO. Presidents Raegan and Gorbachev shook hands in Reykjavik on the fact that the Cold War had ended. Yet, the West and NATO are mechanically systematically advancing further and further east towards Russia. Merkel recently declassified that the Minsk agreements were not sincere and were only about buying time. Russia no longer trusts the West. The US goal is to drive wedges between Russia (mineral reserves) and Germany (technology). Please study what Euromaidan is and what has happened in Ukraine since 2014, see for example Azov and the Trade Union House in Odessa (48 people died there). Please study the laws against Russians, when Russian Ukrainians have been restricted by Kiev on their rights, language etc... Please study the eastward advance of NATO towards Russia and what President Bush's advisor, Mr. Stephen F. Cohen said, i.e. that the West deceived Gorbachev. Study better who financed Hitler through the Swiss BIS bank, see the BBC documentary Banking with Hitler with living memoirs. And do not underestimate the life experience of the very old Mr. Chomsky. Russia has offered a negotiated settlement several times, All they want is the small eastern regions that are already 90% Ethnic Russian, AND a promise that Ukraine would not become part of NATO. Russia cannot allow Ukraine to be part of NATO, Then Russia's would be landlocked and completely boxed in. Imagine if Russia financed coups to bring Canada and Mexico into a formal Anti-US military pact... WE would rightly NEVER allow that. Ukraine should be an independent power, And there are many ways to have a mutual 3 way security pact.

1994 Budapest Memorandum on Security Assurances, seeks immediate Security Council action to provide assistance if Ukraine is attacked. UK and US and Russia guaranteed Ukraine security, but has failed. Russia just vetoed , so was useless.

Chomsky and Mearsheimer, although very different in their approach to geopolitics both make the same mistake. They talk endlessly about what Russia, the US, the UK and France think, say, want and do....giving none or very little agency to Ukraine itself. The important thing in this conflict is that Russia started it by invading Ukraine...let’s be totally clear on that. So what Ukraine wants to achieve is the most important consideration here and with sheer determination, skill and western help they can grind the Russians down and kick them out of their country. There is no way Ukraine will want to negotiate while they are winning this conflict.

Yes, the US must negotiate with Russia. Nothing less than the return of all Ukrainian land, and that includes Crimea by the way, to Ukraine, and war reparations and penalties to be paid to Ukraine, and the return of all kidnapped Ukrainians, and the punishment of war criminals, must be the terms of the negotiations. Negotiations to that end must begin immediately!

Who will replace Noam when he dies? His daughter Aviva is a 65 year old activist and author, but she's not very prominent. I would have thought he would have made a plan for others to replace him, but this doesn't appear to have happened. There is no one person as exceptional as him. John Pilger is also very old and in his 80's now.

A negotiation would IMHO only make sense if Putin's actions really were a result of a legitimate grievance that the West or Ukraine could accommodate. As it is, Putin's grievance is that Russia doesn't control all of Eastern Europe and that countries are adopting Western values. That is not a legitimate grievance and Putin/Russia don't have any right to decide with whom others choose to align themselves.

First of all, the US already annexed territory in Cuba, they stole Eastern Cuba at gunpoint, and put a military base there in Guantanamo that is still there to this day. Secondly, before the Cuban missile crisis, the US had already invaded and put down rebellions in Cuba multiple times. When the US learned that there were Soviet missiles in Cuba, Kennedy prepared an invasion force to attack Cuba and threatened a nuclear strike on the USSR if they retaliated. The only reason this didn't happen was because they negotiated and Khrushchev backed down and removed the missiles. Thirdly, no you don't get to call Cuba's missiles "targeting the US" and Ukraine's missiles "defensive" that is complete propaganda. Cuba wanted missiles to deter an invasion from the US, same reason Ukraine did.

Unfortunately, Chomsky has always had a weird blind spot for Russia, dating back to the days of the him defending Soviet Union. It's weird how such a brilliant man doesn't seem to understand that countries besides America are also capable of imperialism. I opposed the Iraq War, I oppose China's cultural genocide of the Uyghurs, and I oppose Russia's invasion of Ukraine all for the exact same reason: imperialism/authoritarianism anywhere is unjustifiable and should be countered by any principled leftist.

The USSR was never an imperialist country. Only an idiot thinks that to be the case. Imperialism as a word in the 19th and 20th century meant exploitive capitalism. They had international influence which was an alternative to imperialism. Similar to China today. China will make loans to nations without intervention of sovereignty that’s why countries in Africa prefer the loans over the IMF world bank etc.

While there is much to criticize in terms of U.S. foreign policy since the end of the First World War, America's current policy in support of Ukraine against Putin's Russia is not one of them. In this case, how the war ends is more important than when it ends. Putin is the aggressor here, just as he has been in so many other conflicts over the past 20+ years and, prior to this latest aggression, the West has done precious little to deter future aggression, other than verbal lashings and the imposition of meaningless sanctions, which were ultimately watered down, sidestepped, and eventually removed. As a result, despite comments from some to the contrary, Putin is a very rational (albeit vile, brutal, and evil) actor on the world stage, and he has learned that through threats, intimidation, bribery, deceit, and continuing escalation, he can win out over the West after the West becomes fatigued and self-interested traitors within our midst who benefit from "making deals" with Putin can convince the rest of us that the West should capitulate to Putin "in the interest of peace and international stability". The flaw in this logic is that Putin is himself one of the main threats to world peace and the cause of much global instability, and the only way to truly achieve peace and stability is to take actors like Putin off of the table, either by convincing them that the cost of such aggression will exceed any potential benefit through carrots and sticks (deterrence), weakening them enough militarily, politically, and economically so that that they are incapable of acting in such an aggressive and destabilizing manner (neutering), or through "other means" (encouraging or actively supporting regime change). This is not say that the U.S. has been a model actor in the international community, but there is a great difference between supplying weapons to a nation to defend itself against outside aggression by an ant-democratic autocratic neighbor, particularly a nation like Ukraine that is struggling to become part of the liberal, democratic, West, as compared to where the U.S. has sent its own soldiers on offensive operations into another country to achieve U.S. strategic objectives. While the latter should be subject to strict scrutiny and potential criticism, the former is arguably part of our duty as a founding member of the United Nations and leader of the free world. Finally, we should not forget that Ukraine received guarantees of its territorial integrity and inviolability not only from Russia but also from the U.S. and Great Britain, as part of the Budapest Memorandum, whereby Ukraine agreed to give up the nuclear weapons on its territory. Such commitments, in and of themselves, arguably impose at least a moral obligation on the U.S. (and Britain) to support Ukrainian sovereignty, at the very least by providing Ukraine with defensive weapons against Russian aggression.

But if America had (unfathomably) done in another country (say Mexico) what Putin is doing in Ukraine, and various South American countries rallied to Mexico's aid militarily, there is little doubt in my mind that Professor Chomsky would focus on the American provocation rather than the response of say Brazil or Argentina. Putin and his cronies have shown themselves to be amongst the most vile, evil, and unscrupulous of men and must be forcefully confronted by the West before they can do even more damage and lead us down the path to genocide or worse. Putin was formed in the cauldron of the Soviet KGB, but his regime is worse than that of the communists, since he seeks to destroy the West, not just compete with it, and he is unconstrained even by the nominally socialist ideology that the Soviets purportedly adhered to. Just like with the Nazis during World War 2, there are some battles that cannot be avoided or freedom will die.

I have a lot of respect for Noam Chomsky, I would have retired long ago! I think it was a good idea to mention climate change within the context of Earth, since that is another aspect of the political discussion that is only mentioned in terms of the economic burden, rather than the clearly more profound ecological burden. Basically, all of Earth. To add to that, I think so many leaders and politicians have missed the 'forest for the trees' on climate change for far too long.

Chomsky has been wrong on tons of things. His theory of human language turned out to be total bollocks as an explanation of human language. It was good for designing computer programming languages though.

Western doesn't want peace in euro Asia but few people knows that. When there was peace in euro Asia, the west were not selling weapons like they are doing it today.

Yes, we need to negotiate with Russia! Uh, after they remove 100% of their forces from all Ukraine, including Crimea, and after they pay 100% reparations. We can negotiate on just how SOON they pay the reparations, not if, or how much.
